Dimensions of real thing can be found here http://www.trainweb.org/DC/ALCO.htm . All you have to do is decides what scale you want and divide the dimensions of the real thing by that. You can also use these overall dimensions to work out the size of everything else on the drawing.

Reading Stevens' post it seems that he asks the dimensions of a model RS3.

I have measured one of my RS3's and I find the length to be 22" and the width 4¼". I hope this is what you required.
